The filter was "sharply tuned" to Saturn's frequency, and its ‘hi-Q’ selectivity meant that it powerfully rejected λ-variation with frequencies that were not very close indeed to Saturn's frequency.

Tuning in to the Walnut

there is a significant peak of λ "energy" co-inciding almost exactly with the Moon/Saturn dominant.

Here we have used a tuned filter to accomplish this. It is a computer analogue of the electrical circuit shown above right, and makes use of resonance. Its response can be tailored to make it more or less selective over a definable range of frequencies. The actual transfer function used on the Walnut spectrum is shown above the circuit. This filter was tuned precisely to the dominant of Moon/Saturn, made moderately selective, and applied to the Walnut's λ spectrum.

It is at once obvious from it that there is a λ rhythm in the Walnut corresponding well to the Moon/Saturn rhythm. Indeed the peaks of it broadly co-incide in time with the actual Saturn alignments - though the troughs do not. They tend to come about 8 to 9 days in advance of the Saturn alignments (that is, they have a phase shift of perhaps -9 days). Whichever of these - peak or trough - turns out to be the properly significant event for this bud, the general rhythm seems to be settling on Saturn, which we therefore provisionally take to be this bud's acknowledged planet. Time and more data will say whether or not this is justified.

The Phase Shift

Specifically, "Now" generally comes sooner (by our watches) for the buds.

How much sooner it does so appears to be a function of the

Direction of the state of motion of the aggregate mass

of the bodies of the Solar System, and the

Direction of their aggregate position,

both relative to the Sun. Suppose there is an alignment of the Moon with, say, Saturn, on, say, the 1st of June by what I shall call the Ordinary Calendar, and that the 1st of June is today's date.

By the "Bud Calendar", the 1st of June, and its corresponding alignment, may have come and gone, let us say 3 days before today - this interval being reckoned as the time that has elapsed between the bud event and the alignment, as observed and timed by users of the ordinary calendar. The graph above right shows both the match to observations from 1983 and the predictions until 2008. The prediction for December 2006, and January, February and March of 2007, is that Bud Events should be running, on the average, just over 9 days ahead of their alignments. Observation tends to support this.

Observation

By far and away the most essential thing to keep constant from photo to photo of a bud is its aspect. In one sense, it does not much matter which aspect is selected at the outset, but it is vital that that aspect, once chosen, is rigorously preserved. As far as is practically possible, the bud must always have the same orientation around its long axis with respect to the camera. Experience suggests that for usefully consistent and valid results the aspect should be held to within at most plus or minus two degrees.

If the wanted information is precisely periodic, then Fourier analysis can often allow it to be extracted: synthesis, from the spectrum of the series, is simply confined to the parts of the spectrum containing the information. A bud undergoes a change of shape ( a

"bud event") twice per lunar circuit, most species becoming

measurably more elliptical (a few become less) for an

interval of generally 1 to 3, sometimes 4, very occasionally

5, days, before reverting to a relatively steady, (most

frequently "sharp-upwards") egg shape.

The frequencies, or rhythms, of these

changes closely match the frequencies of the geocentric

alignment (opposition or conjunction) of the Moon with

bodies of the Solar System. They are specific. That is to

say, the rhythm of the form-change of a particular bud kind

is that of a particular body's lunar alignment, always the

same body per bud kind.

The features specific to the so-called "Phase Shift" are:

The timings of the bud changes, relative to the timings of associated alignments, vary, but by the same amount (within the usual limits of observational error) for all bud/body pairings.

The timings of the bud changes slip consistently ahead of the timings of the corresponding alignments.

If T is a shift interval, and t denotes time, then the "slip rate", dT/dt, is always negative or zero, and varies very approximately as αsin(γt - φ) - β, where α,β,γ,φ are constants. In other words, the rate shows cyclic variation on a secular mean.

A spectrum is in effect just the list of simple, sinusoidal components which sum to the original data, presented as a graph. The process of compiling the list is called Fourier Analysis. The process of actually summing the components is called Fourier Synthesis. This report is from a previously classified document done by Dr. Wartz and Dr. Erkins, of Garret Air Research for the CIA showing the "windows" that could be the stimulus for ESP, paranormal, Russian psychotronic research. Does that look familiar? If you move that down about 2 Hz, you ain't got a psychic, you got an epileptic!

Now, the brain wave spectra seems to centre around that magic number of 7.8 to 8.0 Hertz (cycles per second). In other words, we know have an objective test to see whether that person is tuning into a paranormal state of consciousness, or whether he is making it up as he goes along.

Magnetic H-wave which is the psychoactive component. Any radio propagation wave has three components: the E-wave which can be picked up by an antenna, the electro-static component, and the magnetic component - the vector is 90 degrees at right angles to it.

If we look at these curves at 8 Hz, 7.8 Hz, there is a tremendous node in the earth's brain wave. There's another one at about 14 Hz, etc. Amazing! The same numbers which you get at the alpha-beta border, the alpha wave, beta etc. Man is a bio-cosmic resonator.

It has three layers of copper and three layers of soft iron. In other words this is H Wave shielding, and copper shielding for the E Wave Faraday Cage. The thing probably has as much attenuation as the one at MIT (Massachusetts Institute of Technology), the triple new metal cage."

"What is between those layers?" asked a listener.

"Uh, air," replied Mr. Beck.

"Do you realize you have a light (?) accumulator?"

"Yup. Okay, what we did here, we took this little box. Let's break it out here. This box has been disarmed. We placed it outside the Faraday Cage. We sealed it up. Incidentally, the pickup, the magnetic pickup coil, is over here in this plastic garbage can filled with sand, to act as a microseismic damper -- so that we weren't seeing quite as much vibration.

"We worked with several subjects -- don't anybody take pictures of this today, please -- and this little box was run by one of Dr. Puharich's secretaries, outside. She was told to turn the dial a little bit. Turn it on. Don't tell us what's happening. Turn it off. Turn the dial to another number. Turn it on. Turn it off. Total double blind. No one inside the cage knew what was going to happen or when it was going to happen.

"The subject's brain waves were going to one channel on a chart recorder, with zero cross-talk. The other chart, with a tape recorder, was going to a magnetic pickup; so we could compare the brain waves of the subjects with what was happening magnetically inside of this absolutely airtight, secure environment . . . The chart was reading -- the one at the top and bottom were 180° changes of the magnetic pickup. The center portion of that chart was the human subject's brain waves.

ELF - Extremely Low Frequency Magnetic Fields.

They affect us all in ways we may never consciously realise!

So we built apparatus to test the thesis: There are certain people walking among us today - perhaps one person in three thousand - who by dent of heredity, or training, meditation, or whatever it might be, is able to tune in to this magnetic component which is down around one micro-gauss, one millionth of a gauss. Somehow they latch on to this cosmic carrier of information, transduce it into paranormal "seeing" ability.

Now what are some of the factors which can alter human moods if this thesis is correct? Sunspot activity. Recall how solar flare activity totally disrupts radio communication on this planet? It also changes the frequency of the Schuman wave. Lunar tides. The same gravity forces that cause tides in our oceans de-tunes the earth ionosphere cavity slightly, changing its frequency. How about this as a solution for "moon madness"?

A lot of previously anecdotal, but very well documented data, is going to seem to fit this model of why is man sensitive to these cosmic events. Here are some photographs of solar flare activity. The earth, drawn to the same scale as some of these tremendous bursts of energy, is this little dot right here. Tremendous bursts of energy from outer space alter the earth's ionospheric cavity, therefore changing the frequency slightly; therefore it can re-tune our nervous systems, electromagnetically. (ed Note: We don't have Mr Beck's film strip, but we do have a copy of the classic in this field, Dewey and Dakin's Cycles, the Science of Prediction, published in 1947 by Henry Holt & Co., New York. Figure 2 is a reproduction of chart 9, page 144).

On page 142, Dewey and Dakin write: "....in 1934, two Harvard research workers, Carlos Garcia-Mata and Felix Shaffner, re-examined the Jevons studies (on crop cycles) and checked them; they ended up with the conclusion that the sunspot phenomena showed a remarkable correlation with industrial production, business activity, and with stock market prices. Since this particular outcome of these studies apparently left them a little surprised and aghast, the two students threw up their hands and passed the problem over to the biologists and the psychologists." Who weren't particularly interested, we might add.

But Russian physicists were! They later proved in their own way the 4th Kingdom of Nature, the human kingdom, reacts immediately to the magnetic changes of the sun, and offered this knowledge for the practical and tactical use of the military maniacs in Moscow.

Now we won't go into the physics of the H-Layer and the I-Layer etc., but basically the ionised particles that are emitted by the sunspot activity eventually arrive at earth, are trapped at the north and south Geomagnetic Poles, and cause all sorts of electro-magnetic anomalies. One of the things that we are familiar with that are triggered by this energy coming in from the sun are the Northern Lights, the Aurora Borealis. These reveal the tremendous amount of energy that comes in and ionises the rare gasses, creating the luminescence, nature's light show.

What if the ancient people realised that on certain days of the year, (the solstices, the equinoxes, etc.), these frequencies change? And what if the priesthood decided to build observatories like Stonehenge and the ones all over Central and South America, Europe and England - to predict these so the people could be either freed or implanted all over again. I don't know the answers to those totally hypothetical questions, but it was terribly important to them to predict these days.

Now man is unique in that the RNA in his brain has a dielectric constant (K) of 140,000. How many engineers are here? Do you realise the significance of that figure? That one little cell, out of billions and billions in your cerebral cortex, can approach the liquid crystal boundaries. it's a quantum transducer that will respond to coherent energies in the neighbourhood of one hundredth of a micro-gauss. This has not been suspected until fairly recently. It means that we are not $2.40 worth of minerals and water - as I learned when I was in the third grade. We are incredibly complex bio-cosmic transducers; and the things that we have been calling mind, or occult, or what have you, are today surrendering to scientific research on a rational basis. It means that we have within us probably one of the most sensitive, quadruple-conversion, superheterodyne receivers that's ever been developed; and that we can respond to energy levels that almost appear paranormal.

In fact, some of the paperwork that came out of the secret files, and was declassified and hand delivered to me, pointed out that our own Central Intelligence Agency (CIA) in 1975 had given a research grant to Garret Air Research Corporation, El Segundo, California, which Dr. Ed Wortz (one of my buddies in biofeedback research), and Dr Jed Erkins had predicted the exact mechanism by which the Soviets are manipulating - or can manipulate us globally using this very data; that man, as a bio-cosmic transducer, can respond to things which had previously been called ESP (Extra Sensory Perception) with known, physical mechanisms. That's what it means.

Now, an interesting thing developed. A. S. Pressman, Dept of Physics, Moscow University, did this open literature survey of the work on magnetics and life a number of years ago. Then suddenly most of these references - or rather the critical ones in Soviet literature - went underground. Is this trying to tell us something? At the time I did my own literature search - and I have a copy of the bibliography here, in which I found 182 references in the open literature - to the effects of extremely low frequency electro-static and electro-magnetic fields on human performance, mood, etc. At that time all of these things were in the open literature. Now one of my students went around to the bio-med library in UCLA not long ago (University of California in Los Angeles) and found a number of these had been sliced out of the text with a razor blade! That leads us to two conclusions: were the kids too broke to put a dime in the Xerox machine? Or had some of these purposely removed?

How about the relationship between the mean annual magnetic activity and the number of sunspots? Again, man is a bio-cosmic transducer. We know we live on a planet that has fairly well predicted (7,21, 11 etc.) cycles. What about this curve of magnetic storms, and mortality from nervous and cardiovascular diseases? A guy with a 25-Watt transmitter - with the Luxembourg effect (which means a circularly polarised antenna aimed at the ionosphere), with a few Hz frequency difference from a 50,000 watt broadcast transmitter can mood-manipulate an area of about 200 square miles. Dangerous? Hell yes!

How about comparison with daily periodic changes and the earth's electric and magnetic fields, and rhythms of living organisms? Circadian rhythms? All of these graphs which you are going to see for the next few minutes, incidentally, are from medically accepted literature, from the medical journals themselves. The dielectric constant of water, the magic transducer.

Okay, here's another one, a paper generated in the Radio Science Journal of Research of the National Bureau of Standards. Again, take a look at where the magic number appears to be. That's an 8.0 under the power distribution curve, the same figure that we were finding in the heads of psychics, the medicine men, the witch doctors, the Christian Mystics - they're all the same!

Any of you people know Dr. Ed Maxey, Stanton Maxey in Florida? Okay, about the time I was playing with it he did a very interesting experiment. He took a little coil, a few turns of wire, put it on the floor underneath the operating table and found that by turning this thing on a certain frequencies a large percentage of the people tested had brain wave entrainment. Entrainment simply means that their brain wave - the firing of their neurons - latches onto this magnetic field coming from this little coil putting out micro-gauss. you can't even measure things this low unless you have highly sophisticated equipment. It is invisible. It's tasteless, odourless etc. This is in a paper that he presented to a geophysical society meeting not too long ago. He too came up with the magic number that I have, 7.8 Hertz. He found that exactly four seconds after this field went on, the subject's brain waves would lock on exactly, on frequency and phase.

This was Dr. Polk's original paper, and then this "cop-out" about 1975 when the people that were working in this field had to go back, backtrack, and pretend like they had not published their original papers, or seen what they had seen. This is what happens when you get a government grant, boys and girls!

Some good work that was being done at UCLA in their brain research group. Dr. W. R. Adey was on another government grant sponsored by the Office of Naval Research, into the effects of these (in this case - pulsed) very high frequency fields, that were pulsed with a very low frequency modulation. His published papers, and this goes back several years, show that this could influence the brain waves of cats and monkeys; and he didn't talk about the work that was done out there with human beings because by now this was fairly sensitive. They knew it worked. They didn't know why. So a lot of time, money and effort went into finding out what in the human brain was beginning to respond to this.

A few German physicists were looking into the possibility that this may have been the mechanism that we have lived with for thousands of years. The name of the paper is "The Biological Effect of Extremely Low Frequencies in the Atmosphere". In other words, if we live in a natural ELF environment could this possibly be the key and mechanism for mass accidents, mass suicides, etc.? All of the people who did this work independently, Tromp in Holland, Koenig in Germany, found: yes - when they went back through the weather records, this had to be the mechanism that caused all of these admissions to psychiatric hospitals on certain dates, all of these homicides. The data is beginning to become massive.

James R Hamer - "Hammer". He was working with human subjects, and he has disappeared, as have a few others. He did some extremely interesting work, and this was way back in 1968. At that time he was with the Space Biology Laboratory Brain Research Institute, University of California. The rest of his papers that I managed to gather about ten years ago are now classified. You can't get them for love or money. Hamer found that in a 9Hz signal the reaction time was definitely shortened. You were more alert. If you changed that signal down a few cycles per second, 3Hz to 5Hz, look what happens to the reaction time. This applies to human beings, monkeys, cats, - apparently all life forms that have brain waves.

Let's get out of here and into other things. Solar activity and incidence of cerebral spinal meningitis. Tom Bearden was talking about carrier possibilities? We don't know whether the waves lower your resistance, or you can actually put the information on them and it is recreated inside the nervous system. Crest days of weather and the relation to sun spots and magnetic disturbances, etc. Mortality, diseases of the nervous system and the lower curve of sun spot activity. In other words, we are looking here at natural ELF phenomena before it began being manipulated. Sun spots and earth's magnetic activity. Again - epidemic meningitis.

Okay, now it gets really interesting. Socio-political mass disturbances, 1923 to 1927, in Europe, related to Full Moon axis. Remember, the full moon modifies the tides. It modifies these frequencies. In this case the ties are in the Ionosphere and the Heaviside Layer and their position above the earth. Double daily deaths from angina pectoris, and combined groups on the Lunar axis. What if we could manipulate this? Whole populations would be subject. Tuberculosis. Does it influence those germs, those little microbes as well? I don't know, but there it is, positive correlation. Cholera in Russia, from 1823 to 1923, versus solar activity in the same period.

Our first attempt at manufacturing psychics and radionics operators and healers was to put these little light bulbs in an empty eyeglass frame. On the left is an incandescent bulb and on the right is a little cold cathode indicator, like on your FM radio tuner. We flashed these little lights in real time to the Schumann resonance (we picked the Schumann resonance up on a coil), filtered out everything except that wave to which the psychics would entrain and fed them this little flickering light.

If you flash a light in a person's face you get an evoked potential in the occipital cortex. That's the photic response. And you know that if that is at a certain frequency you are going to turn that person on to epilepsy. But, if you put in a beneficial frequency, you can probably cause an evoked response of the brain wave at that frequency. Now that was marvellous, except for one thing. It takes about one hundred milliseconds from the time that light flashes for the signal to cause an evoked potential, and that hundred milliseconds varies for most human beings. In other words, you can test IQ with this little box. The longer it takes that flash to get out here as an electrical signal the dumber that person is because the slower his system is responding.

After we found that this thing could alter moods, the questions came up: Is this hypnosis? Suggestion? Am I a magician? Am I doing it? So it occurred to me that I'd carry this thing around with me in my pocket. Now, I'm a bachelor. I've been divorced for twenty-some years; so I eat out three meals a day. So when I went to Denny's Coffee on Sunset Boulevard I put this thing in my pocket, and occasionally I set it at a specific frequency that I'm not going to mention - because I've been asked not to by the people who can ask other people not to do things.

And pretty soon the waitress would start dropping coffee into the laps of patrons. The babies would start screaming. People within a 10 or 12 foot radius (that's a 20 foot room), would begin freaking out. I'd surreptitiously turn this thing to two Hz higher in frequency. Hahhhhh (a simulated sigh of relief), you could hear the room calm down. If you had a pocket Radio Shack decibel meter, the cocktail level effect, the volume of the conversation will drop, noticeably, in decibels.

Any of you wake up about 4am and can't get back to sleep until sunrise? Okay, you know why? We've been getting some very strong Russian transmissions. There is a particular anomaly that's the same as the Dawn Chorus - if you're familiar with atmospheric propagation research. It makes you particularly vulnerable at that time. Notice on this top curve, this 8Hz, the thing on which we want to latch if we're pure, spiritual and psychic - whatever that means. Four o'clock in the morning the bottom drops out and whatever is left is going to get you baby!

Any way, when Dr. Andrija Puharich was out here (in California) and Kathleen Joyce and I hosted him, we showed him the apparatus. This is probably the first he had heard of the psycho-physiological effects of the ELF fields; and I recall on your living room floor Kathleen, where he flexed his muscle near the coil, saw the spike readout on the oscilloscope, and realised that we finally had a detector in human captivity that could see micro-gauss levels. In other words his EMG, the few micro-volts of potential, firing through the nerve impulses, through the conductive layers of his skin, was creating enough of a magnetic field to read out on this thing.

he got very excited, so we began showing him some of my research dating back for about the last eight years, and he decided that this was important enough to take back to the United Nations. So he contacted the chap who really runs the government. This man has survived about the last five administrations. He must remain nameless because he is in a very low-profile position. I can assure you he is no-one that you have ever hear about or read about in newspapers. They sent me an airline ticket and invited me to come back to the United Nations.

Dr. Puharich and I were supposed to have about an hour. It ran into a two and a half hour briefing. Kurt Waldheim (Secretary General of the UN) was out of the country at the time, so our host and chap that we informed was the number two man in the United Nations, Rudi himself.

(The home of Dr. Andrija Puharich, 87 Hawkins Ave, about 40 miles north of New York city). It was probably the most sophisticated cage in captivity. Our government was playing at that time - God, I guess, with the multi-billion dollar Project Sanguine. Their purpose was to communicate with submarines under water, with ELF magnetic fields. The project was kicked out of Wisconsin, Michigan, and a few other places by people who had a certain nervousness about environmental disruption. They were trying to use power lines as antenna systems, surreptitiously.

I have some copies of these and many, many other articles that appeared in the public press prior to the time of the total news blackout. There were a few articles for a few days. A day after this one there were the denials, by the FCC, the EPA, etc. "Mystery Radio Signals May Cause Illness". Hell! They were totally disrupting left and right (brain) hemisphere synchronisation! People who had never any tendency toward epilepsy, had no hereditary tendencies in this direction - were going slightly unconscious. According to Marshall Van Ert, there was a two mile stretch of perfectly clear highway where there had been four deaths in about a week. People were simply driving their cars off the road or into a telephone pole, or into oncoming traffic.

These are not apocryphal stories. These are a matter of public health records. It's in Los Angeles now at about 25 microgauss, and yes, it's spreading. Now the reason that Eugene, Oregon, is particularly toxic is because there is an 800 mile long antenna terminating up there, called the Bonneville Power Authority transmission line. I guess some of you engineers have heard of this thing. They are generating current and sending it down to California as direct current, 340,000 Volts. A DC line is an absolutely perfect, long wire antenna. In fact it would be highly attractive to people who couldn't launch Project Sanguine to use that as our own transmission system, at 2.2Hz.

The next thing was that the power grid was identified as the source of the signal. Any high school kid can tell you that any long wire hanging out there in space can act as antenna and pick up all the other signals that are being transmitted and re-radiate them. Okay? Even if our Navy is fooling around with long wires as a substitute for Sanguine antennas that had been ostensibly kicked out of several states. They traced the signal and it was strongest around power grids. So what else is new?

These are some of the newspaper clippings that are in the archives. Now, they created such an outrage among everyone who graduated from high school that the FCC itself (Federal Communications Commission) had to back off from this embarrassing, pseudo-solution.

"Could they be having one frequency which they want to work with and the others are just to mislead us?" (asks a listener).

Yes, (replies Dr. Beck), they have phantom frequencies. They are reconstructing heterodynes. Let me tell you why we're getting it and they are not: We are on a 60 Hz power grid. They are on a 50 Hz power grid. Get that? That's why they're immune. Every civilised industrial centre in the Western World - except one little segment still near Chicago which is on direct current - and one which on, I think 50 Hz in Arizona, is a potential reradiating weapon of this psychotronic ELF field. In other words, why should they build antennas, re-radiating systems, when all of us have 110 Volt systems in our homes; and we are also served with gas pipes, miles and miles of conductors, cold water pipes etc.

"Is there a quick explanation of why 60 cycles will pick it up instead of 50? (asks someone)

Right. It's a harmonic! (replies Dr. Beck, and turns on his recording of the audio part of the Russian broadcast) at 5.340 MegaHertz.

The growl was because we have a voltage control, or rather the VFO on the receiver. That was at 5.340 MegaHertz, and we were listening to - in other words, since you cannot hear the fundamental (the actual ELF wave) we have the local oscillator on the superheterodyne receiver running. It is a global problem. Incidentally, for the engineers again, the attenuation rate of this signal will go around the earth 4.5 times before it is down a half of its original value. Nikola Tesla was right. With some of these frequencies you can excite the earth ionosphere cavity, as though it is a huge bell, and ring it! In other words, the Russians have a thing here which cannot be stopped. It's practically not attenuable by anything that we are familiar with in physics.

Okay, now a lot of this is resonance. What we don't know is how much of this is being originated domestically? How much of it is a second or third order or harmonic effect? And what the real and what the virtual parameters are actually engendering? but meanwhile, from the standard textbook of physics, if we look at the E wave as being standard propagation wave form - as being parallel with this screen - the B wave, or H wave, the magnetic vector, is at right angles to this and has to accompany it.

When you strip off the E wave by shielding, by natural attenuation, you still have that H wave left; and that is the one against which you cannot shield. It goes right through you, everything else and can trip certain neurons in your head.

Photic or pattern stimulation can provoke seizures in predisposed individuals, but such stimulation is not known to increase the chance of subsequent epilepsy. Intensities of 0.2–1.5 million candlepower are in the range to trigger seizures. Frequencies of 15–25 Hz are most provocative, but the range is 1–65 Hz. Light–dark borders can induce pattern-sensitive seizures, and red color also is a factor. Seizures can be provoked by certain TV shows, movie screen images, video games, natural stimuli (e.g, sun on water), public displays, and many other sources.

Some of the propagation paths of the various nodes. The whole earth ionosphere cavity rings like a bell. At certain frequencies you can put a little energy in here and under the same conditions get the same amount, or even a little more out, somewhere else. Tesla was right.

A little Soviet loveletter, U.S. patent, Nov. 20th 1973, Apparatus For the Treatment of Neuropsychic and Somatic Diseases with Heat, Light, Sound and Electromagnetic Radiation - a trial balloon to see how much we knew about what they were doing. It's Patent #3773049, and among all these words they hid their little gift, which you'll come across when you read the whole patent.

Apparently, certain neurons in the cerebral cortex act a frequency modulating discriminators. Any of you guys who have played around with radio know that you have a crystal set, and you hear several stations simultaneously, you get a garble. They are all overlapped. You can't sort them out; but the frequency modulation discriminator will latch onto the highest amplitude signal in the environment, override the others, you'll get one or the other. There's very little crosstalk. So what this thing does basically is that it puts out a little magnetic H wave field with a spike wave which we don't like. We like to work with a different wave form that I don't want to talk about. But this thing is apparently mildly psychoactive, but not nearly as psychoactive as the ones they used for the tests in Los Angeles, the ones at the United Nations, and Ossining, New York.

Now, what I'd like to point out to you is that in this very narrow frequency spectrum corresponding to the Alpha-Theta border of brainwaves, you can change the excitation frequency by a fraction of a Hertz, and have an entirely different reaction. Now this was a big surprise. This is the thing that was not anticipated any more than the little germs were before Von Leeuwenhoek and Pasteur.

One reason I feel that this effect has been missed by other researchers who were working with gross frequency inputs is that they were not defining their frequencies down to a hundredth of a Hertz. Now there's a tremendous amount of a supportive evidence in the neuro-physiological literature that certain molecules in the brain, with dielectric constants of over 140,000 and other inductive capacitor parameters, act as long chain, semi-liquid crystal dipoles that are extremely sensitive to coherent frequencies.

Where I think I have done original work is in building systems that can go out to that second, third and fourth decimal place, taking them to the coffee shop, testing them on my own head and seeing what they do empirically, and kind of sounding the alarm on my own head and seeing what they do empirically, and kind of sounding the alarm on what we are now experiencing.

Hypnotists of the World take note, the High Priests of Low Astral Mind Control have "graduated" from strobe lights and glittering pendulums to the Magnetic H Wave as a means of surreptitiously getting inside the subject's -- or victim's -- mind. For, as Mr. Beck told his Atlanta audience: "We abandoned that (the flashing light idea) and began using the magnetic, the H wave.

"We began using little boxes, about half this size; you'll see a picture of one in the middle. It would alter that person's state of consciousness, and I was doing this before I began to realize the consequences of it. After while I'll tell you why we're not doing that any more. The little box is on the left.

"After we found that this thing could alter moods, the questions came up: Is this hypnosis? Suggestion? Am I a magician? Am I doing it? So it occurred to me that I'd carry this thing around with me in my pocket.

"Now, I'm a bachelor. I've been divorced for twenty-some years; so I eat out three meals a day. So when I went to Denny's Coffee Shop on Sunset Boulevard I put this thing in my pocket, and occasionally I set it at a specific frequency that I'm not going to mention -- because I've been asked not to by the people who can ask other people not to do things. And pretty soon the waitresses would start dropping coffee into the laps of the patrons. The babies would start screaming. People within a 10 or 12 foot radius -- that's a 20 foot room -- would begin freaking out.

"Okay. We had something here and we knew that the Soviet research had gone underground. At least the papers were no longer being published at the same rate that they were --"

"Is this the magnetic field you're putting --?" interrupted a listener.

"The magnetic field only!" replied Mr. Beck. "Like a single side-band. You strip all of the E and I, you leave only the B and H (magnets?). We're not going to go into that too much more deeply."

THE MAGNETIC "H" WAVE PENETRATES EVERYTHING

"Our own government was playing at that time -- God, I guess with the multi-billion dollar Project Sanguine. Their purpose was to communicate with submarines under water, with Extremely Low Frequency magnetic fields. The project was kicked out of Wisconsin, Michigan, and a few other places by people who had a certain nervousness about environmental disruption. They’re trying to use power lines as antenna systems, surreptitiously." (Short colloquy with a listener who apparently lived in one of the affected areas.)

"Anyway, the caption says: 'The hour is nigh. Prepare to meet thy doom; Any particular rush?" (Laughter from the audience.) "Anyway, maybe it's later than we think. And this one: We know times are bad when every time you call Dial-A-Prayer, you get a busy signal. Okay?" (more laughter)

THE PHASE-ARRAY ANTENNAS OF THE RUSSIANS

"I won't embarass a couple of our guests here by asking them where this thing really is, but the first estimate of the Soviet transmitters that were causing the problems were at Riga and Gomel. Kathleen Joyce donated her drill to the project and we drilled two little holes in a globe and put those two little tacks in it (a globe of the earth?); so you have a historical little item there.

"If you draw a Great Circle route between these phase-array antennas, that Tom Bearden described so brilliantly -- by the way, Tom, I never want to follow you again. That was one of the best papers I have ever heard in my life! How about it." (Applause from the audience)

"I don't know," replies Tom Bearden. "You're knocking me out!"

"If you draw the Great Circle route, you are in the areas around Timmins, Canada. Now there may have been some tremendous disturbances up there about a year ago that were traceable to this particular problem.

"Anyway, when Dr. Andrija Puharich was out here (in California) and Kathleen Joyce and I hosted him, we showed him the apparatus. This is probably the first he had heard of the psycho-physiological effects of the ELF Fields; and I recall on your living room floor, Kathleen, where he flexed his muscle near the coil, saw the spike readout on this little oscilloscope, and realized that we finally had a detector in human captivity that could see micro-gauss levels. In other words his EMG, the few micro-volts of potential, firing through the nerve impulses, through the conductive layers of his skin, was creating enough of a magnetic field to read out on this thing.

"He got very excited so we began showing him some of my research dating back for about the last eight years; and he decided that this was important enough to take back to the United Nations; so he contacted the chap who really runs the government. This man has survived about the last five administrations. He must remain nameless because he is in a very low-profile position. I can assure you he is no one that you have ever heard about or read about in the newspapers. I see we are getting a couple of smiles back here. He's just a normal bird watcher.

"They sent me an airline ticket and invited me to come back to the United Nations and -- it isn't that I really needed a [15] haircut; but the weather was so bad that weekend, the winds were blowing about 30 miles an hour; and it snowed six times in one day. The next day it was so hot that we damn near -- ! Anyway, we thought that weather manipulation was happening. It was most unusual for weather.

DR. PUHARICH'S SOPHISTICATED FARADAY CAGE

"Dr. Puharich and I were supposed to have about an hour. It ran into a two-and-half-hour briefing. Kurt Waldheim (Secretary General of the United Nations) was out of the country at the time; so our host and chap that we informed was the number two man in the United Nations, Rudi himself.

"What is between those layers?" asked a listener.

"Uh, air," replied Mr. Beck.

"Do you realize you have a light (?) accumulator?"

For if living organisms are energy transformers, it would seem logical that the primary role should be played by energy and the secondary by form and structure. This hypothesis does not contradict Darwin’s theory of pangenesis, but it offers a possible explanation to that theory. "The third lady from the end was a friend of Kay Prince's who had come down from the capital to be with us on this particular field trip. At one of these sites, where we were measuring about a 50 Microgauss ELF signal at about 5 Hertz, she got so sick that we almost had to carry her out to the car.

"She broke out in red splotches. She couldn't hold her coffee cup. She became disoriented, felt that she was going to faint, had trouble breathing. You don't need an instrument to find this stuff, kids. You only need an instrument to prove what it is to the establishment.

"This is Walter's living room where we started the series of tests, showing some of the equipment. I've been asked to show some of the spectrum analyzer Polaroid shots. This was done on one of the better devices. You normally don't see these. They were made only for the Central Intelligence Agency bug finders, to find surreptitious transmitters. It's a Model 1501 Spectrum Analyzer. I came closer to hitting Bill on the head and stealing this thing than anything I've seen in my life. It's a little package that tunes almost from DC up to beyond 500 Megahertz. You can tune in any frequency. It measures the entire spectrum, on each side of it, displays the frequency on oscilloscope, the band width, the amplitude, the F-sub-zero, etc. (next slide)

On a Cassette playback instrument Bob Beck treats his audience to the audio harmonic of the Russian ELF broadcast, as picked up and recorded in Los Angeles, California prior to the Conference. There was an undertone to the sound.

So, what's new about registering human molecular vibrations down to the hundredth decimal place? Dr. Albert Abrams, grandfather of Radionics, was doing it at his clinic in San Francisco 60 years ago! Recently, one of the later models of the Abrams Oscilloclast was brought to our headquarters here in Vista. On the front of it was a row of Ten Buttons. When your editor read these rates off to a visiting scientist here a couple of years ago, he suggested that Abrams had been working with the higher harmonic of the disease, and that the actual base rate was much lower on the scale of vibration. Now I suspect that he was engaged in highly secret ELF wave research, an area of vibrations unknown and unsuspected at the time Abrams was developing the basis for Radionics or Psychotronics or Bioenergetics, as the Russians call it.

ELF WAVE COUNTER MEASURES

"Now what's happening about this?" continues Beck. "Well, Dr. Ludwig of Germany developed these little devices. Andy smuggled a couple of these into Los Angeles last October (Dr. L.O. Anderson, Anderson Research Foundation, 2942 Francis Ave., Los Angeles, Cal. 90005, phone 213-387-9164) and I did an engineering analysis on them. I'm going to take the tape out of the Cassette for a second and I'm going to put this on play and activate this [20] on play and we're going to activate this little box. It only has a range of about a meter." (Just enough to envelop the head and vital organs if one wears it on the upper part of the body. He turns the Ludwig "Vitasette" on and the audience hears the "woodpecker" rat-a-tat-tat.)

cerebral cortex act as frequency modulating discriminators. Any of you guys who have played around with radio know that you have a crystal set, and you hear several stations simultaneously, you get a garble. They are all overlapped. You can't sort 'em out; but the frequency modulation discriminator, like the Foster-Seeley, will latch onto the highest amplitude signal in the environment, override the others, and you'll hear that. If you are listening to Police Radio and a loud station comes in, overriding the other, you'll get one or the other. There's very little crosstalk. So what this thing does basically is that it puts out a little magnetic H wave field with a spike wave which we don't like. We like to work with a different wave form that I don't want to talk about. But this thing is apparently mildly psychoactive, but not nearly as psychoactive as the ones they used for the tests in Los Angeles, [21] the ones at the United Nations, and Ossining, New York, etc."

"Is that spike wave more effective than a sine or square?"

"It should be because Delta E over Delta C means that you inducing stronger current in the conductor nearby, and there are some other side effects which we don't like. It's rather abrasive. The other device that's in the picture -- and hopefully I brought it -- is disguised as a wee pocket flashlight -- and it actually works! It has a little nickel-cadmium rechargeable battery. It is frequency programmable on the back --"

"So what you are saying is that the West Germans are aware of this (ELF wave attacks from Russia) and are selling these?"

"They are not selling them, exactly, they are kind of giving them away to people that have a need for them and the answer to your question is, Yeah." (Again the "woodpecker" signal is heard.) "Now, what I'd like to point out to you is that in this very narrow frequency spectrum corresponding to the Alpha-Theta border of brain waves, you can change the excitation frequency by a fraction of a Hertz, and have an entirely different reaction. Now this was a big surprise. This is the thing that was not anticipated any more than the little germs were before Von Leeuwenhoek and Pasteur.

YOU ARE EXTREMELY SENSITIVE TO COHERENT FREQUENCIES

"One reason I feel that this effect has been missed by other researchers who were working with gross frequency inputs is that they were not defining their frequencies down to a hundredth of a Hertz. Now there's a tremendous amount of a supportive evidence in the neuro-physiological literature that certain molecules in our brain -- with dielectric constants of over 140,000 and other inductive capacitor parameters -- act as longchain, semi-liquid crystal dipoles that are extremely sensitive to coherent frequencies. Now coherent means to find out that they are a little bit further than most of the researchers have investigated.

"Where I think I have done original work is in building systems that can go out to that second, third and fourth decimal place, taking them to the coffee shop, testing them on my own head and seeing what they do empirically, and kind of sounding the alarm on what we are now experiencing. 'Our reaction to stress, not the stress itself, is the cause of most sickness.' Everybody kind of agree with that? Now if any abrasive stimulus can low our threshold to this reaction, we are in great trouble. And this is one of the things that is happening today in Eugene, Oregon and in a few other places.

"Another discovery that has been found only in the last decade, is David Cohen's work with the SQUID, the Superconducting Quantum Interference Devices, and the New Miller Cage at Massachusetts Institute of Technology (MIT) in Boston, where he detects these actual magnetic lines of force surrounding the human head, the human heart, etc. IN other words, man as a biomagnetic transmitter, transducer, does have these magnetic fields attending -- as you would expect -- brain wave patterns, EKG patterns, etc.

"Now, we mentioned the drummer. In 1952, a German physicist named W.O. Schumann, playing around with math as physicists are prone to do, postulated that the earth -- being a good conductor -- was surrounded a good dielectric called air and around this is another layer of a good conductor known as the ionosphere, the Heaviside Layer, and that this constitutes a potentially resonant system. All of you Boy Scouts know that your compass points to the North Pole because the earth itself is a magnet with a North and South Pole. Now that means that any energy trapped in this earth-ionosphere cavity -- like lightning storms, etc. -- will cause it to ring like a bell. But the surprise was that this signal frequency was the identical spectrum of human brain waves. I see we are getting some nods out there. Those of you who are [2] up on your current physics know about this. It had to be of irresistible interest to me to build an apparatus which would measure the earth's brain wave, and at the same time measure the Witch Doctor's brain waves, to see if there was correlation -- which we did.

THE PSYCHO-MAGNETIC COMPONENT

"The fourth or fifth generation system is right here on the floor in front of you today. Now this publication, which is the Journal of Research of the National Bureau of Standards, Division of Radio Propagation, Volume 66, No. 3, May-June 1962, tells one of the early efforts where a government study, granted to Drs. Koch and Pitchum at the University of Rhode Island, had made recordings of the earth's brain wave; and those of you who know anything about Encephalography could almost diagnose the patient by these little squiggles. They look identical to human brain waves!"

"Okay. So we built apparatus to test the thesis: Are there certain people walking among us today -- perhaps one person in three thousand -- who by dent of heredity, or training, meditation, or whatever it might be, is able to tune in to this magnetic component, which is down around one micro-gauss, one millionth of a gauss.

THE "ENTRAINMENT" OF PSYCHIC HEALERS

"Somehow they latch on to this cosmic carrier of information, transduce it into paranormal 'seeing' ability -- after Carlos Castaneda and his maybe-mythical Don Juan -- could this be the 'drummer' to which these psychics, healers, dowsers, etc., were entrained? The tentative answer to this is, yes. And we'll see how this has been developed into a weapon of war.

"Now, the brain wave spectra -- of even Dr. Hieronymous here, whom we measured at about noon today -- seems to center around that magic number of 7.8 to 8.0 Hertz (cycles per second). In other words we now have an objective test to see whether that person is tuning in to a paranormal state of consciousness, or whether he is getting disincarnate, making it up while he goes along, garbage.

"If we look at these curves (referring to a slide on the screen) at 8 Hertz, 7.8 Hertz, there is a tremendous node in the earth's brain wave. There's another one at about 14 Hertz, etc. Amazing! The same numbers which you get at the Alpha-Beta border, the Alpha wave, Beta, etc. Man is a bio-cosmic resonator. Let's get past this a little bit.

"Now, what are some of the factors which can alter human moods if this thesis is correct? Sun spot activity. Recall how solar flare activity totally disrupts radio communication on this planet? It also changes the frequency of the Schumann wave. Lunar tides. The same gravity forces that cause tides in our oceans de-tune the earth ionosphere cavity slightly, changing its frequency. How about this as a solution for 'moon madness'. (Aside to one of the audience) You are a gentleman and a scholar. I'll get that Green Dragon as it comes through, heh heh.

"A lot of previously anecdotal, but very well documented data, is going to seem to fit this model of: why is man sensitive to these cosmic events? Here are some photographs of solar [4] flare activity -- of the Earth, drawn to the same scale as some of these tremendous bursts of energy, is this little dot right here. Tremendous bursts of energy from outer space alter the earth's ionosphere cavity therefore changing the frequency slightly; therefore it can retune our nervous systems, electro-magnetically."

SOLAR RADIATION AND STOCK PRICES

We don't have Mr. Beck's film strip but we do have a battered copy of the classic in this field, Dewey and Dakin's "Cycles, the Science of Prediction", published in 1947 by Henry Holt & Co., New York. Below is a reproduction of chart 9, page 144:

On page 142 Dewey and Dakin write: ". . . in 1934, two Harvard research workers, Carlos Garcia-Mata and Felix Shaffner, re-examined the Jevons studies (on crop cycles) and checked them; they ended with the conclusion that sunspot phenomena showed no correlation with agricultural production, but -- the solar phenomena showed a remarkable correlation with industrial production, business activity, and with stock market prices. Since this particular outcome of this studies apparently left them a little surprised and aghast, the two students threw up their hands and passed the problem over to the biologists and the psychologists."

Who weren't particularly interested, we might add, but Russian physicists were! They later proved in their own way that the 4th Kingdom in Nature, the human kingdom, reacts immediately to the magnetic changes of the sun, and offered this knowledge for the [5] practical and tactical use of the Military Maniacs in Moscow.

LOCKED IN THE MAGNETIC EMBRACE OF THE SUN

"Again," continues Mr Beck, "that little dot on the solar flare is the size of the earth. Now we wont go into the physics of the H Layer and the I Layer, etc., but basically the ionized particles that are emitted by the sunspot activity eventually arrive at Earth, are trapped at the North and South Geomagnetic Poles, and cause all sorts of electromagnetic anomalies right here, where we live, our own little space ship.

"This film strip was put together to catch more technical audiences; so we're going to skip a lot of this -- like the inner magnetosphere, the solar winds, the outer magnetosphere, etc. But some of the things that we are familiar with that are triggered by this energy coming in from the sun are the Northern Lights, the Aurora Borealis. These reveal the tremendous amount of energy that comes in and ionizes the rare gasses, creating the luminescence, Nature's light show.

THE MAGICK OF THE PRIESTS

"What if the ancient people realized that on certain days of the year, the solstices, the equinoxes, etc., these frequencies change; and what if the priesthood decided to build observatories like Stonehenge and the ones all over Central and South America, Europe, England, to predict these so the people could be either freed or implanted all over again.

"Neal, I know you'll love this one: The Influence of Planetary Position on Solar Activity. The top curve is the disposition of Jupiter, Earth, Venus and Mercury relative to the Sun. The lower curve is sunspot activity. One to one correlation. Now, how about an electro-magnetic basis for Astrology? As the positions of these planets create gravity tides, and influence sunspot activity, it cannot help but change the frequencies in which [6] we are bathed daily, which are occult.

"This number was predicted about ten years ago by a brilliant researcher, that 8 Hertz would be the psycho-physiological frequency for an altered state of consciousness. These come from standard medical reference plates.

"Man is unique in that the RNA in his brain has a dielectric constant K of 140,000. How many engineers are in here? Do you realize the significance of that figure? That one little cell, out of billions and billions in your cerebral cortex, can approach the liquid crystal boundaries, a quantum transducer that will respond to coherent energies in the neighborhood of one hundredth of a micro-gauss.

"Now you'd have to be an engineer to follow that last thing and if you did you'd probably fall over dead. This has not been suspected until fairly recently. It means that we are not $2.40 worth of minerals and water -- as I learned when I was in the third grade. We are incredibly complex bio-cosmic transducers; and the things that we have been calling mind, or occult, or what have you, are today surrendering to scientific research on a rational basis. It means that we have within us probably one of [7] the most sensitive, quadruple-conversion, super heterodyne receivers that's ever been developed; and that we can respond to energy levels that almost appear paranormal.

"On this very data, that man, as a bio-cosmic transducer, can respond to things which had previously been called ESP (Extra Sensory Perception) with known, physical mechanisms. That's what it means. That's part of it along with the translation.

-- we can now carry a little tape recorder and a little box about this big -- the size of a king-sized pack age of cigarettes -- into the field and make Schumann resonance measurements, brain-wave measurements, put them on a C-60 cassette, take them back to a lab and do analysis that would have been considered previously impossible, even with equipment that weighed hundreds and hundreds of pounds.

"It was rather primitive but we did begin getting the results. This coil (another picture) oh, there's Dr. Bluejoy, Dr. Candless and some of us looking for a site for his Health Ranch, based on magnetic anomaly standing lines that would be beneficial for human habitation. How many thousands of years have the Chinese practitioners, using their own bodies as a transducer, been practicing Kung Schwei? Etc? What is propitious for human habitation?"

A.S. Presman, Department of Physics, Moscow University, did this open literature survey of the work on magnetics and life a number of years ago. Then suddenly most of these references -- or rather the critical ones in Soviet literature -- went underground. Is this trying to tell us some thing?

"At the time I did my own literature search -- and I have a copy of the bibliography here, in which I found 182 references in the open literature to the effects of extremely low frequency electro-static and electro-magnetic fields on human performance, mood, etc. At that time all of these things were in the open literature. Now one of my students went around to the bio-med library at UCLA not long ago (University of California at Los Angeles) and he found a number of these had been sliced out of the text with a razor blade!

"That leads us to two conclusions. No. 1, were the kids too broke to put a dime in the Xerox machine? Or had some of these been removed? (To be continued in the next Journal)

In 1927 he published a book Ukhtomskii "Physiology of musculoskeletal system," developing an original system of views on the scientific understanding of the nature of fatigue, as well as the monograph "The doctrine of parabiosis."

Since 1928 AA Ukhtomsky, in connection with extended teaching them about the assimilation rate, undertook the development of a deep problem of physiological lability. Lability - characteristic of living tissue that expresses the ability to reproduce a certain maximum number of excitations per unit time. Duration of a single excitation characterizes the flow rate of excitations, which is able to reproduce this or that body per unit of time. Classical physiology this rhythm is constant and immutable characteristic body, which led to the conception of their own rhythm, and different constant for different bodies.

Ukhtomsky installed capacity of organs and the whole organism to rebuild their rhythm excitations in accordance with the rhythm of stimuli imposed from outside. Organ can be changed over a wide range of reproducible rhythm they excitations, extending or shortening the duration of each course of excitation separately, allowing the body to absorb higher irritation rhythms inherent to a particular organ. He proved that in the process of mastering the rhythm of activity and performance body is not reduced, as might be expected, but rather increases, accompanied by an increase in metabolic rate and a reduction in the duration of a single cycle or drive. This fact is a huge fundamental importance definitively ruled out the possibility of understanding the process of inhibition as a result of depletion of the organism.

MOOD MODIFICATION WITH ELF

MAGNETIC FIELDS:

A PRELIMINARY EXPLORATION

RECENT well-documented research suggests that between 25% and 75% of human and animal subjects exhibit

psychophysiological sensitivity to magnetic and electrical fields in the extreme low frequency (ELF) ranges corresponding

to brain-wave spectra.

Neuronal synchronization/desynchronization and brainwave entrainment can be demonstrated clinically in cats,

monkeys., and human sensitives in the presence of ELF oscillations of both natural and man-made signals, including

pulse-modulated radio frequency carriers.

There is additional evidence that the naturally occurring earth-ionosphere cavity oscillations (known since 1952

as the “Schumann resonance”) can affect moods, states of consciousness, and health cycles of all life forms.

Prior to 1975 or 1976, the Soviets began transmitting pulsed electromagnetic signals over broad frequency ranges

(from approximately 4 MHz to beyond 18 MHz) of sufficient power (measured at 40 MW peak) to disrupt lawful

radio communications globally.

Fundamental frequencies of the higher harmonics as well as the pulse repetition rates (of 5 to 15 Hz) of the Sovi-et

EM transmissions fall precisely within the “window” of neuronal psychoactivity, and have been observed to alter

human EEC traces.

Speculation arises as to whether this potentially devastating problem is intentional or an unfortunate side effect of

the Soviets’ highly advanced global radar holographic imaging technology and undersea magnetic communications

pulses.

This personal communication is an overview of my investigation and discoveries in this area since 1970, a discussion

of my instrumentation approaches, and projections for possible future research.

An extensive bibliography of pertinent references in the open literature, prepared by the author and Eldon Byrd of

the Office of Surface Weaponry, follows the article.

LINICAL RESEARCH indicates that somewhere between 25% and 75% of human and animal subjects may

exhibit marked psychophysiological sensitivity to extremely low frequency (ELF) magnetic and electric fields.

Brain-wave entrainment can be demonstrated electroencephalographically when subjects are in the vicinity

of oscillations in the frequency range of approximately 3–20 Hz at intensities below 100 nT (nanoteslas). (1 T = 104 G.)

ELF fields of 6.67 Hz, 6.26 Hz and lower tend to produce symptoms of confusion, anxiety, depression, tension, fear,

mild nausea and headaches, cholinergia, arthritis-like aches, insomnia, extended reaction times, hemispheric EEC

desynchronization, and many other vegetative disturbances.

H and B field (magnetic vector) oscillations of 7.8, 8.0, and 9.0 Hz produce anxiety-relieving and stress-reducing effects

that mimic some meditative states. It has been speculated that frequencies in this range may be the universally permeating

“clock frequencies” or carriers on which “mind” or “consciousness” states can be impressed and in which they may interact

with other life-forms in the nebulous realms of ESP, psychotronics, distant healing, radiesthesia, and related paranormal

but anecdotal phenomena.

Coherent ELF energies have the unique and interesting property of almost lossless propagation within the earth-ionosphere

cavity waveguide, and attenuation of these signals due to distance from transmitter sites is negligible. Power losses

are .8 dB per Mm (million meters). The magnetic vectors, unlike electrical (E-wave) components, permeate any

substance and cannot be effectively shielded, even by iron, mu-metal, lead, copper, “Faraday cages,” etc.

The established physics of radio propagation therefore suggests that vast geographical areas can be readily moodmanipulated

by transmissions of EM energy within the earth-ionosphere cavity waveguide. The “Luxemburg effect,” by

which a transmitter of relatively low power, fed to an antenna array producing a circularly polarized signal, can “piggyback”

to any preexisting RF energy source and produce disturbances of the ionosphere at any frequency desired (which

then “modulates” all other energies within that waveguide), was discovered accidentally in 1938. It is fully described in the

literature of 40 years ago, but has probably been forgotten or is overlooked by today’s technologists.

History and Background

Y PERSONAL INTEREST in EEC and consciousness dates back to 1969, when I became fascinated with the (re)-

discoveries of Joe Kamiya and and the conscious control of brain waves through biofeedback. I developed

sensitive and reliable monopolar instrumentation for this purpose under the Alpha-Metrics trademark.

In the course of traveling, lecturing, teaching classes, and demonstrating this EEC equipment, and because one of my

personal interests was in parapsychology and consciousness research, I had the unique opportunity (and reliable instrumentation

at hand) to make electroencephalographic recordings of the brain-wave patterns of a number of truly exceptional

subjects in the United States and Hawaii, who were famous or had established reputations as psychics, healers,

shamans, dowsers, etc. Since I had a wealth of personal contacts in both the scientific establishment and the “psychic

underground,” I was fortunate to be allowed to meet and to wire up and instrument a cross section of “sensitives” from

vastly different disciplines, ranging from charismatic Christian faith healers to an authentic Hawaiian kahuna, to practitioners

of wicca, Santeria, radiesthesia and radionics, to seers, ESP “readers,” and psychics.

A striking number of these authentic “sensitives” exhibited a nearly identical EEC signature when reporting that they

were in their “working” state of consciousness, a state persisting from one to several seconds intermittently during the

“altered state of consciousness” phase of the paranormal activity. The signal appeared to be an almost pure sine wave of

up to 25 μV (read monopolar, frontal to occipital, midline) and 7.8–8.0 Hz in frequency (on the “alpha-theta” borderline).

This serendipitous discovery was unexpected, in that—although the subjects were practising opposing disciplines,

and came from totally disparate teachings and held opposing viewpoints, and would barely acknowledge the existence or

au-thenticity of practitioners outside their belief systems—they all appeared to be marching to the sound of the same

“cosmic drummer” when in an altered state of consciousness.

After replicating this observation a number of times at sites thousands of miles apart, the obvious question arose that if

these exceptional people, unknown to one another, were falling into the same “cosmic consciousness” mode, what or

where was the signal to which their brain waves became entrained? What was the “drummer”? Was there a “clock” or

“synchronizing” signal present?

In 1952, physicist W.O. Schumann postulated mathematically that our earth and ionosphere constituted a cavity

waveguide whose physical constants and magnetic field would oscillate at a resonant frequency identical to the range of

human brain waves. In 1962, the National Bureau of Standards division of Radio Propagation reported the actual physical

detection and instrumental recordings of these signals; and, as predicted, tracings were indistinguishable from encephalographic

recordings from human brain waves. This newly discovered phenomenon was dubbed the “earth brain wave.”

INCE THERE IS a pronounced node in these “Schumann resonances” at 7.8–8.0 Hz, the question of possible EEC

and ELF interconnectedness appeared to be an irresistible area for investigation.

In 1973, a professional coil fabricator duplicated the “Schumann pickup” (described on p. 313 of the Journal

of Research of the National Bureau of Standards, Division of Radio Propagation, 66, 3 [May–June 1962]), and I perfected an

extremely low-noise, highly filtered amplifier capable of recording and displaying the naturally occurring magnetic

oscilla-tions surrounding our biosphere.

My intention was to recontact as many of the “sensitive” subjects from my first study as was feasible and this time to

make simultaneous EEC and ELF records and compare the signals for frequency and phase coherency. This was done on a

more limited scale than in the original investigation. In a few instances, careful analysis revealed episodes of absolute

brain-wave entrainment during the brief seconds when sensitives reported being in their altered states of consciousness.

Unexpected variables emerged, such as reliability factors dependent on lunar phases and time of day.

This study was extended to test the theory that if a very small percentage of subjects, by virtue of hereditary factors, religious

or metaphysical disciplines, or meditative practices, had sensitized some portion of their minds or brains to act as

extremely sensitive “dual-conversion superheterodyne receivers,” it might be possible to sense remotely, amplify, and display

this real-time “drummer,” the Schumann magnetic oscillation, to less sensitive subjects (whose brains were as unresponsive

and unselective as a crystal set) so that they too could mimic the highly organized “psychic” abilities of the trained

“seer.”

Late in 1973, apparatus was built for pulsing a miniature lamp held in an empty eyeglass frame to be a real-time photic

stimulus that would cause an evoked potential in step with the ELF “cosmic drummer.” This was moderately promising,

but only marginally successful because of the individually variable delay-line (of about 100 ms) between the onset of the

stimulus and its response.

The next effort at inducing psychic awareness was to place a coil 9 ft in diameter of about 100 turns of #28 magnet wire

on the floor of the laboratory and expose subjects to the real-time magnetic replica of the highly amplified “Schu-mann”

signal sensed at a remote location to avoid feedback. Results with individuals and groups experiencing this “magic circle”

were dramatically successful. The third-generation investigations were extended to determine if subject’s brain waves

could be influenced by artificially generated magnetic oscillations of sine waves of low intensity and at specific frequencies

within the ranges occurring naturally.

Some subjects exhibited absolute brain-wave entrainment over the range of approximately 6–14 Hz and at signal

strengths of approximately 100 nT. Onset of phase/frequency lock-on averaged from 1–4s from the time of switching on

the artificial ELF generator and would sometimes last for the duration of the stimulus, usually a 10s episode.

One subject (Mr. A.P., 54) displayed absolute entrainment when he was placed inside a triple-shielded magnetic

(iron) and triple electrostatic (copper) Faraday cage. The artificial ELF stimulus was originating from a pocket-size

battery-pow-ered device positioned outside the shielded room and 12 ft removed from the subject. Tuning the device

over a wide fre-quency range caused subject’s EEC to follow the stimulus exactly.

After demonstrating the neurological responses of sensitive individuals, and doing preliminary mapping of subjective

states as reported for various specific frequencies (defined to .01 Hz on a digital frequency counter attached

to the ELF generator), experiments were undertaken on a broader scale with totally unaware subjects, such as customers at

local coffee shops during rush hours. This obviated the variables of “suggestion,” “expectancy,” or “hypnosis.”

Anecdotal data was amassed suggesting that a pocket-size transmitter at power levels of under 100 mW could drastically

alter the moods of unsuspecting persons, and that vast geographical areas could be surreptitiously mood-manipulated

by invisible and remote transmissions of EM energy. Tests were rapidly abandoned after dramatic proof because of ethical

considerations.

IT IS WELL KNOWN that naturally occurring earth-ionosphere magnetic oscillations will vary slightly in frequency diurnally, monthly (full vs. new moon), and in definite cycles related to sunspot activity. This may well explain observable “full moon craziness.” We are aware that tides in the ocean are affected by lunar vectors. Resonant frequencies are also affected by Earth / Venus / Mercury / Moon / Jupiter / Sun gravity vectors. And there is well-documented correlation between these geophysical phenomena and episodes of political unrest, mood alteration, and health cycles, as supported by a vast technical and medical literature. Our “drummer” seems to affect all life-forms. An excellent reference source of widely unrelated phenomena that are dramatically tied to our earth’s geomagnetic cycles is Petersen’s Man, Weather, Sun, cited in the bibliography.

By artificially amplifying or altering these geomagnetic fields or by transmitting specific and coherent frequencies, vast segments of earth’s population could be affected. This now becomes an attractive modality for psychological or psionic warfare or for intentional modification of moods, which could reflect in areas ranging from time-specific insomnia to

stock market fluctuations.

(There have been recent epidemics of “worry insomnia” between 4:00 and 5:30 A.M., coinciding with the “Schumann resonance” signal drop-out, as observed in journals of geomagnetic research.)

On several occasions within the last few years, our laboratory began to detect wave trains in the ELF ranges that could

not have been of natural origin. These may or may not be related to recent Soviet transmissions of radio energy spread

over broad segments of the frequency spectrum ranging up to 28 MW. Danish monitoring stations report that peak powers

of these signals are on the order of 40 MW. Transmitters are presumably located near Riga or Gomel. Transmissions

have disrupted lawful radio communications throughout the world and have been protested by several nations. The Soviets

have not given an adequate explanation of the purpose of these tests. An early theory assumed Soviet experiments with

over-the-horizon radar; perhaps the psychoactive EM components are unexpected side effects of these tests.

Canadian Department of Transport monitoring sources have established that spectrum analysis of these strange signals

indicate that they may be higher harmonics of a fundamental frequency of 6.67 Hz (the Tesla frequency). The signals

are modulated with pulses with repetition rates of 5-15 prf, usually 10 Hz. Besides modifying the electrical, ionic, and

stratospheric jet-stream equilibrium weather-motion factors, the signals fall precisely within the “windows” known to be

psychoactive. The Canadians also report alarming mood alterations in certain areas of eastern Canada, such as near Timmins

and Kirkland Lake, Ontario, which observers believe are linked to Soviet transmissions.

Since both theory and laboratory tests prove that magnetic (H-wave) shielding is impossible at these psychoactive frequencies,

even with highly sophisticated multiple iron or mu-metal shielding, it can be speculated that ELF signals can be a

powerful potential weapon with global capabilities in psychophysiological warfare. (The wavelength of an 8 Hz signal is

22,159 mi.)

I feel that tests should be undertaken with a number of remote ELF sensors that can be made directional in order to

establish by triangulation the sources of these recently detected man-made disturbances, whether originating from offshore

or on land. ELF data should be correlated with data monitored from Soviet transmissions detected on shortwave

receivers. These can then be correlated with human or animal EEC recordings. (This was done May 25, 1978, with positive

correlations.)

ELF as a modality for mood manipulation is a demonstrated reality. And there is a strong possibility that it has been

implemented since 1976 by the Soviets, intentionally or accidentally, as an unpredicted side effect of local standing waves

or re-radiation of power lines. This speculation is currently being explored by a network of independent scientists working

in the disciplines of psychophysiology, geophysics, radio propagation, pharmacology, physics, electronics, and

psycho-therapy. A bibliography of pertinent medical and technical articles and books follows this report.

Possible countermeasure proposals embrace psychopharmacology, adaptive desensitization, and the utilization of per-sonal low-powered (milliwatt) magnetic oscillators, which—by the law of inverse square—will override hostile

signals, man-made or natural, with beneficial frequencies. An interesting device of this nature with possible “countermeasure” capabilities is the “Vitasette” instrument, designed by W. Ludwig for limited distribution and testing in West Germany. One model of this device is the size of a cigarette lighter and has a claimed battery life of 2 yr. Frequencies are user-programmable over the range of 1.25–19 Hz by activating specific combinations of switches. This “transmitter” generates spike-wave pulses when a mu-metal core of extremely high permeability is driven to beyond saturation with a single transistor and coil. Effective range is claimed to be about 1 m. This is sufficient to ensure proper synchronization of the wearer’s “biological clocks,” circadian rhythms, and possible coherence of left and right hemisphere neuronal firings. Ludwig claims cures for a broad spectrum of vegetative disturbances.

The brain cells appear to “latch on” to the highest amplitude pulses in their proximity in a manner similar to the

characteristics of a frequency-modulation discriminator (Foster-Seeley). Unlike audio modulation detectors, however,

they will reject background noise and pulses of lower intensity. The analogy is that a small transistor radio held up to a

listener’s ear will drown out a nearby rock band with thousands of watts of audio amplification. Similarly, a milliwatt

device worn on the body can override a hostile transmission of megawatt power at a distance.

While almost everyone is familiar with electronic heart pacemakers capable of ensuring proper heart rhythms, few are

aware of recent research establishing that brain waves and other biological functions can be influenced at great distances

by magnetic pulses of critical frequencies.

There is promise that such devices, when tuned to highly specific “beneficial” rates, could be of value in stress modification,

tension and anxiety relief, dyslexia, insomnia, “confusion” states if caused by right and left hemisphere desynchronization,

headaches, sexual dysfunction, and many other conditions. However, as was the case with the initial application

of atomic energy, the first large-scale implementations of ELF discoveries appear to be destructive.

I invite other interested investigators to replicate and verify my observations. A brief disclosure of my procedures

follows.

HUMAN SUBJECT, selected for sensitivity, is wired to a battery-powered, totally isolated EEG amplifier. The

output is recorded on one or more channels of chart or (preferably) fed as an FM/VCO to channel(s) of magnetic

tape. Monopolar electrodes were frontal to occipital, midline. Simultaneously, but with electrical or

optical isolation sufficient to eliminate cross talk, the output of a magnetic signal detector (Schumann coil) is chartrecorded

or fed to its separate magnetic tape channel.

The Schumann coils typically consist of 50,000–250,000 turns of #38 magnet wire wound on a ferrite, soft iron, or mumetal

core. Coil axis is oriented to magnetic N-S and connected to a separate amplifier having a band pass of 2–40 Hz, a

noise figure capable of seeing .1 􀀀 V rms at 10 k􀀀 and 100-dB-or-better rejection of frequencies of 60 Hz and higher.

With proper subjects, phase, and frequency, EEG “lock-ons” can easily be observed by inspecting the chart recordings

or, if measurements are made in the field, by later observation of the magnetic tape

records after signal recovery on paper charts or dual-trace storage scopes (Tektronix 214).

My initial transmitter of magnetic ELF signals consisted of a phase-shift, modified sine wave oscillator whose output

was fed to a 10 Hz soft iron core inductance of 1200 Ω DC resistance. Power level was 9 V at .7 mA, or 6.3 mW. This

device could cause EEC modification and mood alteration in subjects at up to 10 ft. A higher power device constructed in

1973 provided greater effective range, as was to be expected.

Highly specific modulating and carrier frequencies were obviously withheld for fear of potential misuse, as are “keyhole” and waveform data, as well as details of the multiple-source devices producing “soliton” ELF magnetic stand-ing waves.

Among wearable platforms so-called ear-EEG is of special interest, since it enables recording of EEG in an unprecedented discreet and minimally intrusive way. Ear-EEG is recorded from electrodes placed in the outer ear, see Kidmose et al. (2013). As conventional EEG, ear-EEG reflects aggregated cortical activity as demonstrated in Mikkelsen et al. (2015). Given the spatial constraints of the ear, ear-EEG is typically based on a small number of electrodes, hence, providing for a relatively narrow field of view, which can be conceptualized as a keyhole. We will elaborate further on this metaphor in the discussion. The signals measured by ear-EEG have been characterized by core EEG experimental measures, such as event-related potential (ERP) responses to auditory and visual stimuli (Kidmose et al., 2013) and in terms of auditory steady state responses (ASSR) (Kidmose et al., 2012) for a recent discussion of the state of the art, see Mikkelsen et al. (2015). These results together indicate that when considering data at the aggregate level, i.e., averaging over multiple instances, the EEG signals propagating to the ear carry useful information about the brain processes within the keyhole's field of view.

In this work we aim to expand the analysis of the relation between the EEG signals measured in the ear and at the scalp.

My investigations began in 1970. Early research in consciousness modification by external nonchemical stimulus was

undertaken in the following areas:

(1) Photic stimulation of the subjects by miniature lamps, both cold cathode (phosphors) and filament and

“strobe.” These light sources were either driven by oscillators or by the subjects’ amplified brain waves in real

time and (later) with delayed and phase-modified pulses to “pump” EEGs.

(2) Exposure of subjects to voltage-gradient oscillating fields and electrostatic (modulated) fields.

(3) Exposure of subjects to pulse-modulated negative ion generators, typically (-)20 kV DC sources of corona

discharge modulated by mechanically rotating screen shields or by carefully adjusted spark gaps that would

arc over and short the output at frequencies centering on the 8 Hz range.

(4) Exposure of subjects to actinic stimulus of nearly monochromatic red-green-blue pulses of light through a

fiberoptic display device held close to the left or right eye. Phase and frequency of each channel was selectively

varied in efforts to excite red-green-blue rod and cone receptors independently and to evoke “standing

wave” potentials in specific sites of the occipital cortex. By selective excitation of both eyes with delayed

pulses, evoked “standing waves” occurred.

(5) Exploration of audible “click” stimulus, as well as infrasonics, ultrasonics (28 kHz), and phase-shifted sound

fed to left and right ears. AudIo-modulated 100 kHz electrostatic fields were tested.

(6) In two series of tests, the amplified, filtered, and clipped (about 200 mV) real-time Schumann signals were fed directly to the head via surface electrodes. This approach was dramatically psychoactive, and was abandoned in 1974 as dangerous after subjects experienced LSD-type visions. At this time, we prefer sinusoidal waveforms (not pulsed, triangular, square, sawtooth, or other wave-forms). Fundamental frequencies are psychoactive, but can be enhanced by audio-modulating them onto compound carrier frequencies, heterodyning multiple sources, or generating “soliton” waves. We feel that much data has been overlooked by other re-searchers, not specifying the precise frequencies under investigation to accuracies of .01–.001 Hz. There is evidence that long-chain molecules near liquid crystal boundaries may simulate coherent dipole arrays with very high Qs. Biological signals are, after all, at the opposite end of the electromagnetic spectrum, where communications frequencies

in the VHF and UHF bands are specified to .005% and better.

These investigations have been undertaken privately as a personal interest by the author. They have been totally funded by myself, and are in no way connected with any outside interests, either governmental or commercial. Results have been reported on an informal basis via limited personal communications with other interested parties.

Highly specific frequency and advanced waveform data are proprietary.

Precise technical details on low-noise biological and geomagnetic amplifiers, filters, Schumann detector coils (now into our fourth generation devices), practical and inexpensive voltage-controlled oscillator and FM discriminator circuits for cassette tape recording of ELF and EEC signals and data, practical and inexpensive modifications to digital frequency counters with extended ranges and accuracies of .005 Hz, suggestions for recording, displaying, and analyzing these signals, etc., can be made available to other serious and informed research workers who have a responsible interest in this subject. We feel it wise to withhold only the data on hemispheric desynchronous frequencies.

The instruments and hardware used in this study may be made available for inspection and evaluation.

"When I was 12, on family vacation in New Mexico, I watched a group of elaborately-costumed Navajo men belt out one intimidating song after the next. They executed a set of beautifully coordinated dance turns to honour the four cardinal directions, each one symbolising sacred gifts from the gods. Then, all of a sudden, the dancers were surprised by a haunting, muscled old man adorned with strange pendants, animal skulls, and scars etching patterns into his body and face.

Afterwards, the lead dancer apologised profusely for the tribe’s shaman, or medicine man: he was holy but a bit eccentric. My 12-year-old self wondered how one might become like this extraordinary individual, so singular, respected and brave he could take the desert night alone."

Evidence that religion can produce extraordinary behaviours goes back to the dawn of human history, when our ancestors started burying the dead and produced remarkable, ritual art on cave walls. One of the first signs of religious consciousness dates to the upper Paleolithic, some 25,000 years ago, when a boy, also about age 12, crawled through hundreds of metres of pitch black, deep cave space, probably guided only by a flickering flame held in one hand and some fleetingly illuminated paintings on cave walls. When the boy reached a cul-de-sac in the bowels of the cave, he put red ochre onto his hand and made a print on the wall. Then he climbed out of the cul-de-sac and – we can surmise, given his skill and the fact that his bones have not been found – made it out alive.

But where did this boy get his courage? And why leave a handprint on the wall of a remote cave deep in the bowels of the earth? Some experts in cave art think the boy was performing a religious obligation. He, like others who made similar treks into the caves, was leaving a votive offering to the spirit world or gods and becoming a holy man – much like the majestic and terrifying Indian man I had seen when I was 12.

According to Hamer, "VMAT2 controls the flow of monoamines within the brain" and promotes a "higher consciousness."6 The packaging vesicles, besides delivering neurotransmitters to the synaptic cleft for signal transduction, protect these molecules from degradation by enzymes, particularly monoamine oxidases, which remove the neurotransmitter once the neuron fires and the signal has been sent.

Using a color-coded fluorescence assay for A33050C and a fast computer, Hamer compared his subjects' genotypes with their test scores on the Cloninger self-transcendence scale. "We hit pay dirt," is how Hamer described the result.

"There was a clear association between the VMAT2 polymorphism and self-transcendence. Individuals with a C in their DNA-on either one chromosome or both-scored significantly higher than those with an A... Somehow, this single-base change was affecting every facet of self-transcendence, from loving nature to loving God, from feeling at one with the universe to being willing to sacrifice for its improvement.

The VMAT2 gene variant containing a C-or "spiritual allele," as I began to think of it-was present on only 28% of chromosomes, compared with 72% carrying an A. But because both the C/C and the C/A genotypes had increased self-transcendence scores, compared to the A/A genotype, it worked out that 47%... were in the higher spirituality group, as compared with 53% in the lower group. ...While this one gene might not make one a saint, a prophet, or a seer, it was enough to tip the spiritual scales and predispose one toward spirituality (pp 73-74)".

This gene makes a protein for the vesicles that package neurotransmitters in the presynaptic neuron and later release these signaling chemicals into the neuronal synapse. He had sequenced the gene and mapped out a number of variants, including the polymorphism A33050C, located on chromosome 10. (In position 33050 of that chromosome, a person may have either A [adenine] or C [cytosine].) Uhl had shown that the VMAT2 polymorphism was highly associated with other VMAT2 mutations and could be used as a marker for the gene.

Empty people. Puppet people. Cardboard cutouts. Drones. Organic Portals. Background characters. ...some people were strangely one dimensional and hollow inside. This observation is not hard to miss, but it is easy to rationalize away, especially with modern society being so heavily brainwashed with the politically correct but unrealistic concept that everyone is completely equal in every way, which ignores functional differences due to environmental, genetic, and most importantly, metaphysical factors.

Behavioral and Psychic Characteristics
Their behavior tends toward being glib, shallow, egotistical, narcissistic, mundane, predatory, and materialistic. Sometimes these traits are camouflaged by a polished social exterior, but anyone with a discerning eye can see through the disguise. They lack individuality, independent thinking, and are strongly biased toward holding a herd mentality. They lack comprehension of anything beyond the material sphere of the five senses, and have no interest in such metaphysical matters except as flashy accessories to boost their social image. They also appear entirely incapable of empathy, soul-searching, and willful self-sacrifice. Nevertheless, in the presence of others they can put on a flashy show of concern, distress, or altruism for purposes of social manipulation; for example, crocodile tears to elicit sympathy, or doing something nice for another solely to guilt trip them later and extort a favor.
Psychically scanning their consciousness reveals something interesting. There is a certain simplicity, flatness, and inertness to their essence, even if their intellects are highly developed. Unlike other people, their conscious energy is more diffuse, dull, impermanent, and amorphous rather than solid, sparkling, crystallized, and concentrated. Put another way, their minds are like sand castles instead of real castles. There is something animalistic and rudimentary piloting their bodies. It seems they have conscious awareness just as plants and animals do, but not conscious self-awareness as humans are supposed to have. There is an important difference between awareness and self-awareness.

laws can they obey? For them to submit to our standards is to deny their deepest instincts.
The effect they have upon those who love them constitutes such a well-marked syndrome

rapport with a non-human becomes deeply stirred by the elemental forces that find
ingress to our sphere through the channel of this wandering and alien soul. He becomes,
as it were, drawn away from normal human things and set wandering upon the confines
of the fairy kingdom, and yet he can find there no rest for his foot and no sustenance for
his soul. The story of the handsome fisher-lad and the mermaid is indicative of this
condition. She loves him, draws him to her and he drowns, for he cannot live in the
element of water.

The explanation of the curious power, both of fascination and destruction, which is
exercised by non-humans may lie in the fact that they belong to one element only,
whereas in man all four are combined. Any elemental contact is stimulating to us,

because elemental beings pour forth in abundance the vitality of their own particular

sphere, and this vitalises the corresponding element in ourselves. But if a four-element
creature is drawn into the sphere of a single element he is poisoned by an overdose of the
one element in which he finds himself, and starved of the other three. It is for this reason
that mortals in the fairy kingdom are always said to be enchanted or asleep. They are
never living normally in full possession of their faculties.

An equally difficult problem is set to the non-human who is drawn into our midst. A
single-element creature is bidden to control and assimilate an additional three elements
for which it has no equipment or experience, and the result is disastrous.

But it is not enough that we should merely describe the conditions and state the problem in

these pages. Our aim is essentially practical. What then can be done when a nonhuman has

to be faced and dealt with? It must be clearly realised that any mating between
a human and a non-human is a hopeless proposition. In the first place, it can only be the
preamble to a divorce, because non-humans are promiscuous in their sexual habits; and,
secondly, there is nothing in the nature of a non-human that can satisfy the higher
aspirations of the human. We must not allow the human form to mislead us as to the
existence of a human soul. A non-human is a pet animal, not a fellow-creature. That,
frankly, is the only possible ground upon which they can be approached. If we expect no
more of them than we should of a pet bird, if we manage them as we should manage a
kitten, we have got as near to the solution of the problem as we are ever likely to get until
the Dark Angel mercifully restores them to their own kingdom; a mercy seldom long
delayed, for non-humans do not make old bones."

were under the influence of drink."
